Asst. Prof. Birol Tibet, MD, PhD, is a physician, researcher, and public health academic with a strong interdisciplinary background in medicine, health economics, and health policy. He is currently leading the establishment of the Bahcesehir University Center for Health Technology Assessment (BAU-HTA) and serves as Assistant Professor of Public Health at Bahcesehir University Faculty of Medicine.

Seminar abstract
In a global research ecosystem where public funding is competitive and innovation lifecycles are accelerating, scientific merit alone is no longer enough.
To attract funding, earn adoption, and generate measurable health and policy impact, today’s researchers must design studies that go beyond discovery — and into real-world relevance.
This high-level seminar led by Asst. Prof. Birol Tibet will introduce participants to the emerging global paradigm that links preclinical research with Health Technology Assessment (HTA) and Health Economics and Outcomes Research (HEOR) — not at the end of the pipeline, but at the earliest stages of R&D.
With international experience at the crossroads of academic research, health policy, and innovation funding, Dr. Tibet will offer a deep yet practical roadmap for embedding “value thinking” early in the design of new therapies, diagnostics, and biotechnologies.
Through clear frameworks, real-world case examples, and tools like Horizon Scanning, Target Product Profile (TPP), early economic modeling, and multi-criteria value frameworks, this session will demonstrate how IBG researchers can future-proof their projects for both fundability and adoption — without compromising scientific integrity.
About the speaker
Asst. Prof. Birol Tibet, BA, MA, MSc, MD, PhD, is a physician, researcher, and public health academic with a strong interdisciplinary background in medicine, health economics, and health policy. He is currently leading the establishment of the Bahcesehir University Center for Health Technology Assessment (BAU-HTA) and serves as Assistant Professor of Public Health at Bahcesehir University Faculty of Medicine.
Dr. Tibet serves as Executive Member of the Health Technology Assessment International (HTAi) 2026 Annual Meeting Regional Engagement Committee, and as Steering Committee Member of the HTAi Public Health Interest Group. He also represents Turkiye in the European Rare Diseases Research Alliance (ERDERA) as National Mirror Group Member.
His prior work includes strategic and scientific roles at the Turkish Ministry of Health, the Health Institutes of Turkiye (TUSEB), the World Health Organization (WHO), and the Izmir Biomedicine and Genome Center (IBG).
With experience across academia, government, and international health systems, Dr. Tibet supports early-stage biomedical and translational research teams through scientific advising, strategic modeling, and value-based design — aligning innovation with global health priorities and system-level impact.
